Harold Edward Puthoff (b. 1936) earned a Ph.D. in electrical engineering from Stanford (1967). He served as an officer at the NSA, then joined SRI where he directed the remote viewing program (Cognitive Sciences Program) from 1972 to 1985 — SCANATE, GRILL FLAME, STAR GATE — funded by the CIA, DIA and Army. He published in Physical Review on zero-point energy and inertia (theories contested by Carlip, Levin). In 1985, he founded EarthTech International (Austin). As chief scientific advisor to BAASS for AAWSAP, he oversaw the 38 DIRDs and wrote DIRD #5 (warp bubble). Co-founder of TTSA (2017) with DeLonge and Elizondo. His past involvement in Scientology (OT VII) and methodological critiques of the Geller tests (Marks, Kammann) fuel debate over his legacy.
